Petitioner's Port
The Gateway to Prosperity — Where Every Arrival Is an Opportunity
The road winds out of the dry southern hills, passing old stone markers and stands of dark redwood before descending toward the Profit's Flow. Ahead, the countryside opens onto a sprawling river settlement, its buildings gathered along the northern bank beneath a high, rocky escarpment.
Beyond the town, water pours from the mouth of an enormous dwarven face carved into the distant mountainside. The waterfall crashes into the river below, feeding a broad waterway lined with timber wharves, warehouses, and vessels of every imaginable construction.
The harbor is a confusion of movement. Longshoremen shout over creaking tackle, porters shoulder bales of cloth and stacked crates, and merchants inspect cargo beneath colorful awnings. Riverboats come and go while clerks hurry between warehouses carrying leather-bound ledgers.
The buildings are handsome but restrained, constructed predominantly of reddish timber rather than the white marble and ostentatious stonework associated with Druma's wealthier cities. Even here, however, polished brass, immaculate clothing, and carefully displayed luxury goods betray the nation's devotion to commercial success.
High above the settlement, a formidable stone building watches over the harbor. Its windows overlook the river, its doors admit a steady procession of petitioners, and its clerks appear to have an opinion on absolutely everything.
This is Petitioner's Port. For countless travelers arriving from the south, it is their first encounter with Druma: a nation where prosperity is admired, agreements are sacred, and nearly everything has a price.

The published settlement predates Pathfinder Second Edition. Its legacy settlement statistics do not translate directly into PF2e settlement levels, item availability, or spellcasting services.
Suggested Settlement Level: 5. This is a campaign recommendation rather than a published PF2e statistic. Petitioner's Port is a modest settlement with substantial commercial connections, making it practical for characters to purchase ordinary equipment and common items appropriate to a 5th-level settlement.
Under normal PF2e settlement guidelines, common items of the settlement's level or lower are generally available. Uncommon and rare items still require appropriate access. Specialist merchants may arrange purchases or commissions from larger settlements, subject to the GM's approval.
The port's connections do not mean every item is immediately sitting on a shelf. Unusual armor, imported magical goods, bespoke weapons, and bulk commercial orders may require additional time.
Legacy reference: The original Pathfinder First Edition description gave the town a base value of 1,200 gp, purchase limit of 5,000 gp, spellcasting 4th, minor items 3d4, medium items 1d6, and no major items. These are historical source statistics, not PF2e prices or purchasing rules.
History and Geography
Petitioner's Port lies in Kahlehlin, the southern hills of Druma. The region's name originates from an older dwarven designation referring to its mineral wealth. Though less developed than Druma's prosperous northern settlements, these hills contain working mines, isolated communities, merchant roads, and settlements populated by people who have little interest in the Kalistocracy's promises.
The port began as a military fortification intended to discourage the armies of Taldor from extending their campaigns beyond Isger. Over subsequent centuries, its strategic location transformed it into a commercial settlement. Its existence as a significant river port reaches back roughly six centuries.
Following Aroden's death, some residents expected a substantial influx of immigrants seeking the security and prosperity promised by Druma's prophets. The nearby construction of Alabastrine diverted much of that migration, leaving Petitioner's Port a comparatively small community.
Today the town remains an important point of entry for travelers arriving through Isger. The Path of Commencement runs southwest toward the mountains and the Isgeri settlement of Dustpawn, while other roads connect the port to the Palakar Forest and the southern mining communities.
River traffic links Petitioner's Port with Macridi, Alabastrine, and Kerse. Many vessels serving Macridi continue along the Profit's Flow to Kerse before making the return journey. The port consequently handles a mixture of imported goods, regional commodities, and merchandise ultimately destined for Druma's wealthier commercial centers.
One of the settlement's most striking features is the enormous dwarven face carved into the mountainside near the source of the Profit's Flow. Water emerges from the carving as a great waterfall, creating a landmark recognizable to travelers approaching the region.
The published description establishes the monument's existence but does not explain its complete history, original builders, or purpose. The GM can leave these questions unresolved.
Optional campaign connection: Ancient dwarven records elsewhere in Druma could refer to the monument, particularly if the campaign expands its storyline concerning lost dwarven settlements and Barak Thuld. No connection is established in published lore.
Life in Petitioner's Port
Petitioner's Port is less extravagant than Kerse, but its citizens remain thoroughly accustomed to the traditions and expectations of Drumish commerce. Visitors encounter scrupulous recordkeeping, carefully negotiated transactions, and a constant awareness of status and financial opportunity.
The population includes merchants, longshoremen, artisans, immigrant families, traders from Isger, and established Drumish households. The town's dwarven community has a particularly visible role in government, metalworking, and specialized crafts. Halflings are prominent among shopkeepers, traders, and service providers.
Crime is relatively uncommon, especially when compared with foreign ports. This does not mean that commercial disputes are absent. Rival businesses, restrictive contracts, withheld shipments, and aggressive competition are familiar parts of local life. The law is considerably more interested in provable wrongdoing than in whether a merchant's conduct is fair.
Petitioner's Port also serves as an introduction to the Prophecies of Kalistrade. Newcomers may encounter wealthy adherents displaying immaculate clothing and explaining Druma's ideals of purity, discipline, and prosperity. Some visitors embrace these teachings; others find the combination of wealth and religious expectation deeply unsettling.
Petitioner's Port should feel orderly, industrious, and commercially sophisticated rather than dangerous or lawless. Its conflicts arise primarily from competing interests, access to information, contractual obligations, and the disparity between the wealthy and those trying to become wealthy.
The most useful recurring theme is the distinction between legality and morality. A contract can be technically valid while still being destructive to everyone except the person enforcing it.
Treat its named merchants as people with continuing interests rather than isolated shopkeepers. The players' decisions may influence which businesses prosper, which rumors circulate, and which commercial factions gain leverage.
Government and the Resplendent Bureaucracy
Petitioner's Port is administered by the Resplendent Bureaucracy, the government formally responsible for managing Druma's public affairs. Although the prophets of Kalistrade wield substantial influence throughout the nation, bureaucratic officials oversee the daily execution of laws, maintenance of records, and administration of settlements.
The town's chief administrator, Ermaanhelm Wurnbrandt, maintains his offices in the Executive Seat. His responsibilities include oversight of local commercial records, government correspondence, civic administration, and judicial matters. A staff of approximately two dozen archivists and clerks assists him.
The government is neither especially corrupt nor interested in frivolous enforcement. Wurnbrandt's office prizes meticulous documentation, institutional continuity, and the ability to establish what has actually occurred through written evidence.
In Petitioner's Port, documents can be more useful than intimidation. Commercial records, notarized statements, shipping contracts, immigration filings, and archival evidence carry considerable weight.
A successful investigation may therefore require locating the correct records, identifying the parties to a contract, or determining whether an agreement was amended.
Optional skill guidance: Society is generally appropriate for understanding civic procedures and locating relevant public records. Legal Lore or Mercantile Lore may provide more specialized approaches. Diplomacy may help persuade a clerk to prioritize a lawful request. Deception and Thievery could be useful for illicit approaches, with consequences appropriate to the circumstances.

Leaving Petitioner's Port
The settlement offers several natural avenues for further travel. Riverboats carry passengers and cargo through the Profit's Flow network, while roads lead toward the Palakar Forest, southern mining communities, and settlements beyond Druma's borders.
Northbound travelers can follow established commercial routes toward Macridi and Kerse. Those heading southwest may take the Path of Commencement toward Isger and Dustpawn. Other regional roads connect the port with the mining settlements of Kahlehlin and more distant communities.
For adventurers, Petitioner's Port is not merely a place to purchase supplies before moving on. It is a functioning commercial crossroads where news travels aboard riverboats, business rivals compete over contracts, and the records of yesterday's transactions may reveal tomorrow's troubles.
