The Blood Price Economy
The Currency of Guilt, Law, and Power in Druma
1. The Core Philosophy

In Druma, the Prophecies of Kalistrade state that all actions—good or evil—have a measurable financial value. The concept of a "Blood Price" is the nation's foundational legal and spiritual framework. It is not merely a fine; it is a sacred transactional obligation. If you harm someone, you do not go to prison. You pay them. If you cannot pay, you become a debtor, and your body or labor becomes collateral.

The Prophecies dictate that wasting time, resources, or opportunities is the ultimate sin, but committing a crime is merely a "bad investment." The Blood Price system transforms all moral failings into financial liabilities. This creates a society where the wealthy are inherently viewed as pure—because they can afford to pay off their sins—while the poor are viewed as criminals waiting to happen, because they cannot.

2. How the Blood Price is Calculated

The Blood Price is not arbitrary. It is calculated by the Resplendent Bureaucracy using a complex formula that weighs the severity of the crime, the social status of the victim, and the lost "potential profit" caused by the harm. The price is recorded in a central ledger and is considered a debt to the state, not just the victim. If the victim dies, the debt transfers to their heirs.

Crime Standard Blood Price Secondary Consequences
Physical Assault 10% of the attacker's net worth, paid to the victim. If the victim is a Kalistocrat, the price doubles.
Property Damage Full replacement value plus a 20% "inconvenience" fee. If the property is a magical asset, the price is assessed by a prophet.
Theft Double the value of the stolen goods. If the thief cannot pay, they are publicly enslaved until the debt is settled.
Murder The victim's lifetime earning potential, paid to their heirs. Paying the price does not clear the murderer's name; it merely prevents them from being enslaved.
Breaking a Contract The full projected value of the contract's lifetime profit. Often results in complete financial ruin and exile.
3. The Blackjackets & The Ledger

The Blackjackets are the legal arm of the Blood Price system. They are not traditional police; they are highly trained debt collectors, bounty hunters, and executioners. They carry heavy ledgers listing the debts of every citizen in the town. When a Blood Price is owed, a Blackjacket is dispatched to collect the payment. They are ruthless, but strictly lawful. They do not torture for pleasure; they use precisely calculated pressure to ensure the debt is paid.

The central ledger of Macridi is kept in the Logging Hall, written in unbreakable ink on the skins of ancient beasts. If a party or citizen wishes to contest a Blood Price, they must challenge the ledger in front of a Bureaucrat. This often involves proving that the "harm done" was actually a necessary business expense, or that the victim had no potential for future profit. The system is stacked heavily in favor of the wealthy.

GM Note: The Blood Price is a perfect tool for creating tension. If a player character breaks a law, they don't get thrown in jail—they get a massive fine that threatens to bankrupt them, forcing them to take on risky, lucrative quests to pay it off.
4. Blood Price & The Fey

The Blood Price system is not exclusive to humans. The Fey Courts of the Palakar Forest use a much older, more brutal form of the Blood Price. When a human violates the logging treaty, they are not fined in gold; they are fined in life. A violation of the pact requires the sacrifice of a human life—or the permanent enslavement of a fey creature. This ancient system is why the loggers of Macridi are so terrified of breaking the rules. The Fey do not care about gold; they care about balance.

When the ancient pact at Reiver's Right was broken, the Fey did not just curse the land; they demanded an enormous Blood Price. Since the loggers could not pay in lives, the forest took them. The men were transformed into trees, their souls trapped in the very wood they tried to harvest. This is the exact connection between the blight and the ancient legal system.

Example of the System in Action:

A logger in Macridi accidentally damages a rival merchant's boat, causing a loss of 100 gold. The Blood Price is assessed at 220 gold (damage + inconvenience). The logger cannot pay. Instead of prison, a Blackjacket seizes his axe and his home. The logger is now technically owned by the merchant until his labor pays off the debt. If he tries to run, he is hunted, and his Blood Price increases by another 500 gold for "wasting the state's time."

For Adventurers: The Blood Price is not a suggestion. If the party kills a creature in town without legal sanction, they must pay the Blood Price. If they steal, they must pay. If they rescue a slave, they are legally stealing property and must pay the owner the value of the slave's potential labor. Adventurers are dangerous to the town's economy, and the Blackjackets will watch them closely.
