NPC
Handler Ilex Mora
Ilex Mora arranged the Omicron-9 operation through VantaCore shell companies. She supplied stolen Helix Meridian credentials, hired the PCs as disposable breach support, and planted thermal packs that would leave their bodies as evidence of an unauthorized raid. She remains off-world during Act 1.

Actions and Abilities
| Ability | Quick Reference |
|---|---|
| Concealed Arc Pistol [one-action] | +14; 2d6+4 electricity, range increment 40 feet, concealable, tech. |
| Contract Leverage [one-action] | Mora names a debt, legal exposure, or personal vulnerability. One creature that can hear her attempts a DC 22 Will save; on failure it is frightened 1, or frightened 2 on a critical failure. |
| Remote Lockout [two-actions] | Mora attempts Computers against the device or vehicle's system DC. On success, one tech action or subsystem becomes unavailable until a user spends an action and succeeds at a counter-check. |
| Contingency Asset [reaction] | Trigger: Mora would be cornered or her plan would lose a key asset. A prepared drone, operative, false credential, or remote door activates; adjudicate as one action by an allied device or an immediate repositioning opportunity. |
| Plausible Surrender | Mora offers information and cooperation whenever capture seems likely. She treats surrender as another negotiation, not a moral change. |
Act 2 Use
Mora can coordinate the VantaCore roving hunter marker, communicate through infiltrators, and make a second offer to the party. Her promises can contain real benefits, but VantaCore's destination remains a controlled research facility where the twins would not be free to leave.
