Keth-Veyr does not see itself as evil. It believes Pharasma's judgment is arbitrary — that good souls suffer in the Boneyard while cruel ones are reborn to power. It wants to free souls by dissolving the boundary, letting them become one with the multiverse's raw essence rather than face the Lady of Graves' verdict.
This makes the Veilbreaker a tragic villain. It can be reasoned with, though its logic is fractured. A party that understands its motivation may find a way to redeem it — or exploit its doubt.
