Goblin dog handlers are the unsung (and often unwashed) heroes of goblin tribes—the brave, foolhardy souls who train, feed, and ride the mangy, ill-tempered rodents that goblins adore. A handler knows exactly how much to starve a goblin dog before a raid, which scabs are tastiest to a hungry pet, and the precise pitch of whistle that makes a goblin dog charge instead of cower. They are covered in dander, bites, and the grudging respect of their pack.
Handlers often rise from the ranks of goblin outcasts—those too small to be warriors, too clumsy to be trappers, but clever enough to earn a goblin dog's loyalty through sheer persistence (and liberal application of rotting meat). A handler without a dog is a pitiful sight; a handler with a pack is a force to be reckoned with.

The handler tosses a handful of pungent offal to a goblin dog within 10 feet. The goblin dog regains 1d4 Hit Points and gains a +1 circumstance bonus to its next attack roll before the end of its next turn. A goblin dog can benefit from this only once per hour.
